The Bay County Sheriff’s Office responded to a home in Youngstown on April 8, 2014. A woman wished to file a complaint against James Timothy Cooper. She told deputies she had reason to believe Cooper was having sexual intercourse with a juvenile.
Investigators took the juvenile to the Child Advocacy Center and an interview was done. The juvenile stated that there were two incidents involving James Timothy Cooper. Once when the Cooper was drinking alcohol and gave the victim alcohol to drink, Cooper put the victim in a bed at his home, removed the victim’s clothing, and had intercourse. In another incident Cooper went to where the juvenile was sleeping and removed the victim’s clothing and had intercourse.
Contact was made with James Timothy Cooper by deputies and investigators and he was brought to the Bay County Sheriff’s Office for an interview. Cooper stated he knew he was severely intoxicated one time and does not remember what he may have done. Cooper, age 37, of 6608 Everly Street, was arrested and charged with two counts of Lewd and Lascivious Battery.
